Dear Mr. Engelken:

This letter describes a reportable occurrence involving loss of onsite back-up AC power generation capacity.

Submittal is in accordance with the reporting requirements of Section 6.9.2.b of Appendix A to Provisional Operating License DPR-13.

On November 19, 1981, with Diesel Generator No. 2 secured for annual preventive maintenance, Diesel Generator No. 1 failed to start, tripping on overspeed.

Maintenance activity was immediately halted on No. 2 Diesel and the Unit returned to service.

Diesel Generator No. 2 was started and placed on line well within the two hour limit imposed by Technical Specification 3.7.

Investigation revealed that the reason for the failure of Diesel No. 1 to s.mrt was low governor oil level, which resulted following preventive maintenance.

No evidence was found of oil leakage from the governor.

As described in a letter from the manufacturer dated September 1, 1981, installation of the governor oil cooler is such that E3 the true level can only be determined with the engine runningc~

Although it was planned to relocate the cooler to permit m ER verification of correct oil level with the engine stopped 3 R

our procedures had not been corrected to reflect the intesim S3 Ess measure of checking oil level with the engine running.
