,7 P-fomed the Quarterly Surveillance Test for Battery Bank No.1.

Ris test was perfomed in accordance with Tech. Spsc. 4.8.2.3.2.b

,L on OP-4501, " Quarterly Check of the Station Batteries". In the course of complering this procedure, at approximately 1500 hours0.0174 days <br />0.417 hours <br />0.00248 weeks <br />5.7075e-4 months <br />, battery.

cell No.18 failed to meet the acceptance criteria of > 2.1 volts 7,

as specified in Tech. Spec. 4.8.2.3.2.b.

De cell voltage was fotaid -

to be 2.04 volts and the Shift Supervisor and higher management vere imediately notifred. Maintenance Request >R 77-935 and Job Order No.77-265 were initiated. H e battery cell was replaced with a spare cell according to OP-5805, " Battery Cell-Temporay

Replacement", and put en a separate battery charger for la hours.

Re battery cell was allowed to stand idle for 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br /> during which its voltage and specific gravity were exxiitored.

After receiving i

satisfactory indications the battery cell was placed on a separate charger for 46 hours5.324074e-4 days <br />0.0128 hours <br />7.60582e-5 weeks <br />1.7503e-5 months <br />. At the end of this 46 hour5.324074e-4 days <br />0.0128 hours <br />7.60582e-5 weeks <br />1.7503e-5 months <br /> period'the cell voltage was 2.35 volts and the specific gravity was 1.210. We cell was then re-installed on December S, 1977 at approximately 1100 hours0.0127 days <br />0.306 hours <br />0.00182 weeks <br />4.1855e-4 months <br /> in accordance with OP-5805, " Battery Cell-Temporay Replacement" part II " Reconnecting the Replaced Cell". Total time that battery cell No.18 was cut of service was 68 hours7.87037e-4 days <br />0.0189 hours <br />1.124339e-4 weeks <br />2.5874e-5 months <br />. At no time was the battery bank without its normal 60 cell makeup and at no time did the voltage to D.C. Train No. I drop below 120 volts.

He Ntnber 1 Battery Bank, Batten charger and associated Ntznber 1 125 volt distribution switchboard remained in operation, providing required D.C. power for ell of the nomal loads daring the entire time of this occurrance. We voltage to D.C. train Ntcber 1 remained at 129 volts for the duratic.n of this occurrance.

Eere wns no personnel injury, radioactive materials released or personnel exposure resulting from this occurrance.

. Based on the above discussion, the consequences or potential con-sequences frem the standpoint of the public and plant persennel health and safety from this occurrance were minimal.

CAUSE DESCRINION AND CORRECTIVE ACTIONS Re cause of this occurrance was the failure of battery cell Number 18 of station battery Number 1 to pass the acceptance criteria during g-sun *cillance testing. The reason why cell number 18 had a low voltage is unknown at this time. If the root cause of this occurrance is detennined, a supplemental report will be filed.

Specific gravity for each cell is rated between 1.200 and 1.220 at 77'F. %e manufacturer is the Electric Storage Battery Company, Exide Industrial Division, Philadelphia, Pa.

Battery cell Mzber 18 was replaced with a spare cell within one hour after discovery of the pmblem. De cell ims charged for 18 hours2.083333e-4 days <br />0.005 hours <br />2.97619e-5 weeks <br />6.849e-6 months <br /> and its voltage and specific gravity were r:'onitored and found acceptable. He battery cell was taken off the charger and allowed to stand detached for 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br /> to decemine its ability to hold a charge. h cell was then placed back on the charger for 46 hours5.324074e-4 days <br />0.0128 hours <br />7.60582e-5 weeks <br />1.7503e-5 months <br />.

At the end of that time the cell's voltage and specific gravity were within the acceptable range and the cell was retumed. to service on station batte n No. 1.

Batten cell Number 18 on station batten No. I will be m6nitored at an increased frequency to verify the cell's perfomance.
